As of 4 p.m., PAGASA said Ruby was estimated at 100 km east of Dolores, Eastern Samar or 195 km east of Catarman, Northern Samar. PAGASA forecaster Chris Perez said Ruby is projected to make landfall between 8 and 10 p.m. at Dolores, Eastern Samar. Ruby is expected to bring strong winds, storm surge of up to 4.5 meters, and heavy to intense rainfall. Areas under Storm Signal No. 3 include: Catanduanes Albay including Burias Island Sorsogon Masbate Ticao Island Northern Samar Eastern Samar Samar Biliran Signal No. 2 is raised over the following areas: Camarines Sur Romblon Aklan Capiz Northern Cebu including Cebu City, Bantayan Island Leyte Southern Leyte Signal No. 1 is raised over the following areas: Southern Quezon Camarines Norte Batangas Marinduque Mindoro Occidental Mindoro Oriental Antique Iloilo Guimaras Northern Negros Rest of Cebu Bohol Surigao del Norte including Siargao Island Dinagat province Slightly weaker, but remains a threat According to PAGASA measurements, Ruby packed maximum sustained winds of 175 kph near the center and gustiness of up to 210 kph, and is forecast to move west at 16 kph. It had slightly weakened compared to earlier in the day, when it was recorded to pack maximum sustained winds of 180 kph. Hawaii-based Joint Typhoon Weather Center also recorded a slight weakening of the typhoon, from 120 knots (222.24 kph) to 110 knots (203.72 kph) in its latest bulletin. But Perez said that while Ruby had weakened, it remains a threat to the Northern and Eastern Samar provinces. Rainfall alert Even before Ruby made landfall, it is already making its presence felt with heavy rains over Eastern Visayas. PAGASA issued an orange rainfall over Eastern Visayas on Saturday as Ruby continued its approach. Flooding is threatening in low-lying areas and landslides in mountainous areas, said PAGASA in a bulletin released at 5 p.m. The orange alert is raised over areas where rainfall amount is expected to be between 15 mm and 30 mm within one hour. Flooding is a definite threat in communities under the orange alert. Six landfalls PAGASA is projecting Ruby to make six landfalls in Visayas and Southern Luzon between Saturday evening and Monday morning. After making its initial landfall, it is expected to make another landfall in Masbate on Sunday morning. It is also projected to make landfall in Sibuyan Island between 2 and 4 p.m. on Sunday, Romblon between 5 and 7 p.m. on Sunday, Tablas Island between 8 and 10 p.m. on Sunday, and Oriental Mindoro between 5 and 7 a.m. on Monday. By Sunday afternoon, it is expected to be 50 km east of Romblon town in Romblon. By Monday afternoon, it is expected to be 225 km west-northwest of Calapan City, Oriental Mindoro or at 200 km west of Ambulong, Batangas.
