7 December 2014 Respected Prime Minister Modiji, Namaste! I am writing to you this time on “Terrorism, Spies and the Responsibility between Central vs State Governments”. I started thinking on this during the last few months when two or three Sri Lankans were arrested in Tamil Nadu under espionage for foreign countries. There is no doubt that the real spies are to be followed upon and arrested. But, I have a strong suspicion that this is the handiwork of Sri Lankan intelligence agency with a little more suspicion on the involvement of Indian Intelligence agencies and stage managed to contain the confident Tamil Nadu government and uprising of Tamils by feeding guilty feeling to the media. My suspicion was further strengthened when Subramanian Swamy, the one infiltrated into BJP echelons by the underworld links and directions of Rajapaksa and his family, met Indian President Pranabji and submitted a complaint letter that spies are entering through Tamil Nadu and there is a law & order problem. How did Subramanian Swamy come to know about the spies even ahead of their arrests by the police? Subramanian Swamy used this opportunity to suggest to the President that there are enough reasons to dismiss the Tamil Nadu government. The democratically elected and majority forming Tamil Nadu governments have been dismissed on several occasions by the previous Central governments for flimsy reasons similar to the one above. I hope and trust that the BJP and Modiji will not indulge in such dirty, cowardly and back stabbing politics. Today, no country is safe from terrorism including India, thereby Indian States. There had been many terror attacks in India. For such terror attacks in Mumbai, Delhi, Gujarat, Hyderabad, Bangalore, Jammu & Kashmir etc., those State governments were never threatened of dismissal. Then, how come the Tamil Nadu government is threatened for every flimsy reason? During the last six months, even the West Bengal government is threatened for Bangladeshi infiltration. Shall I take the freedom to put forward some logical questions? The Defence establishment (Army, Navy, Air Force, Coast Guard) which is the agency to protect India’s international borders is under the control of the Central government. Have ever the officers in these services who go after other officers wives and enjoy their lives in Cantonments drinking whisky everyday been made responsible for their failures? Both the Internal and External intelligence agencies IB and RAW whose officers drink, womanize and rub their shoulders with top intelligence sleuths across the world are under the control of the Central government. Have ever the officers in these agencies been made responsible for their failures? World class monitoring satellites and eavesdropping technologies and gadgets are available under the control of the Central government. The Defence and External Ministries which could threaten foreign countries with dire consequences for terrorism and espionage are under the control of the Central government. The Indian Embassies/Consulates which issues visas to foreign nationals after verification of their submissions to enter India and the Immigration department which check foreigners on arrival at entry points are under the control of the Central government. The Customs department and Economics intelligence wing which are in-charge of controlling smuggling and other illegal cargo into the country are under the control of the Central government. The Commerce Ministry which could threaten foreign countries with economic sanctions for terrorism and espionage are under the control of the Central government. The Central government collects the income-tax across India which gets it spending power. If at all, if anybody is to be blamed and made responsible for spies and terrorism in India is the Central government, Central Ministries, Central Ministers and the Central officers. Not the State governments. As the facts are as above, please contain and advise the people like Subramanian Swamy, who has infiltrated into BJP to ride on your hard work, fame and popularity and looking for a time and opportunity to bring down your government, to refrain from such loose talks which come out of jealousy and intolerance for somebody winning the hearts of the people through hard ground work, forming and running a government.
