7 Missions to Make AP Sunrise State HYDERABAD: Describing the last decade as ‘decade of lost opportunity’ due to corrupt, weak and inefficient administration, Andhra Pradesh chief Minister N Chandrababu Naidu unveiled his plans for mission-based development to make Andhra Pradesh the ‘Sunrise State’. The Chief Minister was to explain the salient points of his statement of which printed copies were circulated to the members of the House, but could not do it, with opposition party legislators obstructing the proceedings with their demonstration demanding debate on law and order. In the statement, he said inefficient administration had led to policy paralysis and disturbed law and order that led to a series of agitations. He also blamed the previous governments for the bifurcation of the State, which was done without consulting the stakeholders and left the people of the State in lurch, denying a level-playing field. Elaborating further, he stated that his government aims to put AP among the top three states in India by 2022, the year in which country celebrates its platinum jubilee of Independence. He said his government is aware of the current status of all the key sectors and had published eight white papers that outlined many obstacles and future course of action needed. The mission approach would ensure focus on inclusive growth to improve key indicators in every identified sector. Elaborating further, he stated that each mission would work through existing department and supplement their efforts. Performance of the mission would be monitored through pre-decided indicators in a time-bound manner. Each mission would have a governing body and an executive body, which finalises objectives and the strategic planning framework and implement. The CM will be chairperson of governing body of all missions. The seven missions Primary Sector Mission: It would focus on making agriculture and allied activities profitable and sustainable for all-round improvement of the rural economy. Social Empowerment Mission: Ensuring quality education, healthcare and nutrition for all citizens in order to achieve the millennium development goals and other global indicators. Knowledge and Skill Development Mission: It would focus on ensuring quality higher education and vocational education, imparting students with skills that will make them employable and for further education and research. Urban Development Mission: Focus will be on establishing three mega cities and 10 smart cities. Solid waste management and treatment of wastewater; and clean and green urban spaces are also key. Industry Sector Mission. It will focus on substantial increasing the share of industrial sector for sustainable economic development to make State and attractive destination for national and global investment flows. Infrastructure Mission: Focus on operationalising port-led development and establishing road connectivity to the hinterlands in the northern and eastern parts of the country. Provisions of quality power to agriculture, industry, domestic and commercial establishments. Service Sector Mission: Enhancing job opportunities and giving fillip to sectors like tourism, construction, hospitality, financial services, education, IT and other allied activities.
