Honourable Khanyile. Oh, you-? Okay; Honourable Tshwaku. Mr TSHWAKU: Thank you very much, Deputy Speaker. Mine is a motion without notice. DEPUTY SPEAKER: Motion without notice? Mr TSHWAKU: Yes. DEPUTY SPEAKER: Rule [number]? Mr TSHWAKU: Rule 121(2)(b). DEPUTY SPEAKER: [Rule] 121(2)(b): censure a person or a body. Okay; let us see, Honourable Member. Mr TSHWAKU: Thank you very much, Deputy Speaker; Members of the Gauteng Legislature (GPL). With noting that the EFF is a vanguard of the working class and the poor and will always be on their side- DEPUTY SPEAKER: Honourable Member, let us just fix procedural issues first. Mr TSHWAKU: The security guards- Mr TSHWAKU: Thank you very much. The security guards at the Legislature are hired by a labour broker who is giving them a salary of R2 500, far less than the required minimum wage of R7 500. Almost 50% of that money, Members – we have investigated this as the EFF that it is actually going to food and transportation and we find that at the end they are just having a salary of less than a mere R600. We have also noted that the IT staff that were hired by a labour broker at the GPL, by the EON- The GPL HR asked them to resign verbally so that they can be hired permanently. They resigned at EON with an enthusiasm only to find that they were misled by the GPL. They were then asked to vacate the premises with immediate effect in an inhumane and undignified manner. They approached the Speaker and the Deputy Speaker a number of times to resolve the matter but it yielded no results at all. We believe that Section 23 of the Constitution of the Republic of South Africa, 1996, enshrines the rights of all the citizens to have fair labour practices. Section 116(a) and (b), the Provincial Legislature may determine and control its internal arrangements, proceedings and procedures and- DEPUTY SPEAKER: … rather than propose the motion for consideration by the House. Mr TSHWAKU: Therefore, I resolve to call on the Speaker to hire the security guards permanently at the Legislature and also to hire these young IT men and women since some of them are considering suicide since the Legislature, and a law-making institution, GP [GPL], has turned their backs against [them]. Also, I would like to encourage the House to pass a motion to make sure that all contract work that is being done at the GPL be made permanent. Thank you very much. DEPUTY SPEAKER: Honourable Member, you know, you put me under a difficult situation. The Rules provide that you should table that motion for my consideration before I place it for consideration by the House. Is the motion drafted so that I can rather suspend adoption or otherwise- Mr TSHWAKU: Yes, Deputy Speaker. Yes. MASHEGO: Thank you very much, Chairperson. I am very glad that, once more, the ANC has proven to the community of Gauteng that they defend the abuse of the rights of the workers. They are counter-revolutionary. They do not want to see workers and the poor live better lives- [Interjections] …despite all the speeches that they make all the time. Yesterday they voted against improving sanitation for the poor- [Interjections] DEPUTY SPEAKER: Honourable Member- Ms MASHEGO: Today they are voting against hiring people, to give better salaries to the poor. They want the security guard- [Interjections] …to protect them- DEPUTY SPEAKER: Honourable Mashego. Ms MASHEGO: …but they pay them slave wages. Shame on them. [Interjections]
