8 de julio de 2014 USA Reveals Lack of Ethics in Illegal Broadcasting vs. Cuba Washington, Jul.- The Office of Cuba Broadcasting (OCB), attached to the U.S. government, is plagued by low moral, lack of transparency and absence of effective communication with employees, an official report states. The report, described as sensible, was published yesterday by the Department of State Office of the Inspector General, and refers the negative results of a recent OBC audit. Such control showed deficiencies in the work of the entity, founded in 1990 as an important element in the White House policy against Cuba. Problems emerged when the Governments inspectors interviewed a considerable number of employees, between September and November 2013, in facilities in Miami and Marathon, the Key West Naval Air Station, all in Florida state, and other offices in this capital. The assessment recognizes that many workers did not dare to talk for fear of reprisals of their superiors, the report states. The objective of this inform is to provide the U.S. Department of State and the Congress an independent assessment of the OBC operations, in charge of U.S. international broadcasting, including Marti radio and television. Those stations, operating from U.S. territory, have been denounced in international bodies by the Cuban government due to its illegal and subversive nature. The document states that the OBC has maintained good relations with many federal bodies, such as the U.S. Agency for International Development (USAID) and the Southern Command of the U.S Armed Forces, responsible for the Pentagon policy towards the Western Hemisphere. These agencies, particular the USAID, are key elements in the policy against the Caribbean island, the implementation of non-conventional war concepts, including the so-called Cuban Zunzuneo or Twitter, an illegal project to subvert order in the Caribbean county, according to accusations by the Cuban government.
