A 2010 posting for a job opening at a warehouse job in the Atlanta area, for instance, said that if you have not worked since 2009, do not apply. Such job ads set off the first wave of outrage that now, with 10.4 million Americans out of a job, is being revisited. In July 2011, two Democratic congressman introduced a bill to prohibit discrimination in employment on the basis of an individuals status or history of unemployment. A month later, three Democratic senators introduced a similar bill, and President Obama voiced support for the legislation. But nothing came of those proposals. Nada. Zip. Zilch. Neither chamber ever brought the bills to a vote. What happened next has become commonplace in an era of lax congressional productivity: States and cities have begun to enact their own legislation to address the issue on the local level.
