OFFICE OF THE SUPERINTENDENT OF POLICE ANTI-CORRUPTION BUREAU MIZORAM: AIZAWL No. ACB/CON (E) 15/2010/844 Dated Aizawl, the 17th August 2010 To The Chief Vigilance Officer, Govt of Mizoram Mizoram Aizawl Subj: Submission of Enquiry Report in connection with ACB Enquiry No.15/2010 Dt.16.7.2010 Sir, Kindly refer to the subject cited above, I am forwarding herewith the Enquiry Report submitted by Pu C.Vanramlawma, Dy S.P., ACB on Donation of Rs.30.00 lakhs given by Mr. Robert Romawia Royte, O.S.D. in Mizoram Education Mission Society to Chhinga Veng Presbyterian Church, Aizawl. The Enquiry Officer, after conducting a thorough enquiry, found that Mr.Robert Romawia Royte, OSD, Mizoram Education Mission Society violated the provision of Rule 15 of CSS (Conduct) Rules, 1964 by engaging himself directly or indirectly in the trade or business of Northeast Consultancy Services, Dawrpui, Aizawl in which he played a major role in the firm. It is also established that Mr. Robert Romawia Royte violated rule 11 & 12 Financial Rules and Supplementary Rules by undertaking works for another Govt. and accepted fees without the sanction of competent authority. Though permission to undertake the works was obtained, he did not obtain permission to collect such huge amount of money from Nagaland Govt. The amount so collected by way of fees has not been intimated to the Govt. of Mizoram nor one third of the fees in excess of Rs.1500/- paid to him has been credited to the Govt. Revenue as required under Govt. of India MHA, Deptt of P& AR OM No.16011/3/81 - Estt (Allowances) Dt. 19th May 1981 It is therefore, suggested that Departmental Proceedings may be taken up against Mr.Robert Romawia Royte, O.S.D. in Mizoram Education Mission Society.
