A RESOLUTION SUPPORTING STATEWIDE REGULATIONS AND LICENSING FOR MEDICAL MARIJUANA DISTRIBUTION Submitted by the Brownie Mary Democratic Club of Riverside County Passed by the Riverside County Democratic Central Committee on May 13, 2013 and submitted to the Resolution Committee of the California Democratic Party WHEREAS the California Supreme Court has ruled that cities and counties can ban medical marijuana collectives under their zoning laws although the court noted that “nothing prevents future efforts by the Legislature, or by the People, to adopt a different approach,” and WHEREAS over 200 cities and counties encompassing most of the state have enacted bans even though multiple studies done in Los Angeles, Oakland, Sacramento, Denver and Colorado Springs show no problems and even a decrease in crime in areas with medical marijuana dispensaries, and WHEREAS California’s medical marijuana collectives were the only legal distribution system available to patients to obtain medicinal marijuana and the lack of any legal medical marijuana distribution system forces a half million or more patients to turn to illegal and criminal sources for their supplies or drive hundreds of miles to cities that allow medical marijuana collectives, NOW THEREFORE BE IT RESOLVED by the California Democratic Party that our state legislators enact statewide regulations and licensing requirements that will provide for the safety and concerns of local communities as well as fulfill the mandate of Proposition 215“... for the safe and affordable distribution of marijuana to all patients in medical need of marijuana.”
