A Tale of Two Envelopes In todays mail there were two items that stood out among various surveys, ads and invites: One envelope contained an invitation to record an unedited five-minute video spot for local community television. One envelope contained a check for $25,000. The part I found interesting: one was sent as first-class mail for $0.40 and one was sent certified mail for $6.48. Which was which and why? The cost and service of printing and mailing has always fascinated me and Ive had opportunities to explore how state government experiences these costs. (I was probably first intrigued preparing brochures and manuals for business customers while working with my dad in my teen years.)
