In my reckoning a comprehensive policy built upon clearly envisaged benchmarks to include choking resource generation, preventing breeding grounds and causes, regime change where necessary, hard core eliminations, stick as well as carrot policy incorporating strategic domination of rational perceptions is vital. A soft power offensive equally catering for international and target audience, sympathizers, providers, supporters, actors while smart power applications against the extremist/radical/violent minds, net works and financers, sponsors and ideological hubs has more chances to succeed.
