A country is a property for its citizens, and the state is the institution they installed to administrate such property. So, its normal that states discriminate in favor of their citizens, and restrict certain rights (like voting) only to their citizens. But until which limit this discrimination is acceptable? What are the discriminative actions which the state would be described as racist and xenophobic if used them? And who should have the authority in this case to decide on the distinctive line between the acceptable discrimination and racism? .... This is a dilemma which I have no answer to!
