A culvert is a closed conduit used to convey water from one area to another, usually from one side of a road to the other side. This being its purpose, can anyone give me a REASONABLE explanation for the culvert at my driveway being deliberately filled in, by DOT, with gravel instead of replacing said culvert when it collapsed and a large hole was exposed. With the deluge of rain this morning my front yard looked more like a lake!!! More of our tax dollars hard at work!!!
