A good step taken by SBP to ensure the interest of growers. SBP made it mandatory for sugar mills to produce certificates that they cleared payment of growers if they want to export the commodity. But timely and correct payment to growers can remain be a question as 90% sugar mills are being owned by politicians / feudal who have dense influence on the bureaucracy and farmers / growers. It wouldnt be difficult for them to obtain such certificate by coercion. SBP should devise independent monitoring mechanism to ensure timely & correct payment or at least check the decisions impact on standard of living (by comparison of social indicators in different intervals) of cane growers / farmers.
