A little bit of good news on the economic front: The Inland Empire economy is steadily creeping toward normalcy after several years of decline, according to experts and new data. The region’s April unemployment report from the state Employment Development Department put the jobless rate at 8.3 percent. It was at 9.7 percent at the same time last year.
