A lot of ministries are an avoidable legacy of coalition govts that needed to accommodate partners. Before the coalition era began, PVNR had run a tight ship with 22 ministers (1/3rd the current size) for a full term & with good results. For all its talk of austerity (& denying business class tickets & 5 star stays to babus), Modi Sarkar missed a trick by resorting to incrementalism instead of cutting down the flab. e.g. there are some appeasement ministries (Minority affairs, Social Justice, Tribal Affairs, Women & Child Dvpt); some Jurassic park ministries (Textile, Chemicals & Fertilizers, Heavy Industries & Public Enterprises).... It will now be very difficult to reverse this for next 5 years even if he wishes to.
