A mechanism for the potential formation of a new state consisting of Wales, Scotland and Ireland:- The Belfast Agreement has a component mechanism in it termed "The Council of The Isles". In such a mechanism it would be possible for the Republic of Ireland to reunify with the United Kingdom. After this; if Wales, Scotland and Ireland agreed England could then be asked to leave the United Kingdom (or possibly even compelled to). A potential structure for such a new state could be as a federal three state union. Many states (or more correctly federal states) have this type of structure e.g. The USA, Canada or Australia. If this occurred, there would be a Cardiff parliament for Wales. An Edinburgh parliament for Scotland and an all Ireland Dublin parliament for Ireland. There then would be an overarching federal parliament for all three constituent states. The location of a federal parliament in federal states is frequently controversial. Possibly a neutral state (such as The Isle of Man) could host such a federal parliament. The Isle of Man is historically Celtic but is robustly neutral and may host such a federal parliament if asked; but would be very unlikely to join such a state. A potential name for such a federal state would be The United Celtic States (U.C.S.). A potential federal flag would be a tricolour consisting of red, green and blue. Red for Wales, green for Ireland and blue for Scotland. State flags could be the federal flag with the national symbol centered on them (e.g. a harp for Ireland). Red, green and blue by coincidence; with black and white make up the primary colours (from which all other colours can be made).
