A post was made here yesterday, which was removed. The post said this: Hello Marion County! You can tell it is election time! I seen a flyer that claims your delegates voted on a cap and trade bill. What?? We did not have a cap and trade bill.To the person who put this up,WV does NOT have a cap on greenhouse emissions. Saying so is untrue. Second, we voted on gov. Manchins bill on an energy alternative portfolio using coal and other energy sources. That is Not Cap and Trade! Now...let me tell you the real truth. First, the bill is House Bill 103, passed June 2, 2009. Below is the link for you to be able to read the entire bill. This bill says, (c) Twenty-five percent by 2025. -- On and after January 1, 2025, an electric utility shall each year own credits in an amount equal to at least twenty-five percent of the electric energy sold by the electric utility to retail customers in this state in the preceding calendar year. (d) Interim portfolio standards. -- (1) For the period beginning January 1, 2015, and ending December 31, 2019, an electric utility shall each year own credits in an amount equal to at least ten percent of the electric energy sold by the electric utility to retail customers in this state in the preceding calendar year; and (2) For the period beginning January 1, 2020, and ending December 31, 2024, an electric utility shall each year own credits in an amount equal to at least fifteen percent of the electric energy sold by the electric utility to retail customers in this state in the preceding calendar year. These credits are gained by either purchasing them, or by establishing standards for the sale of electricity generated from alternative and renewable energy resources; providing for compliance assessments; creating a system of tradable alternative and renewable energy resource credits; providing for the awarding of credits based upon electricity generated or purchased from alternative and renewable energy resource facilities. Note that last sentence..Awarding of credits based upon electricity generated or purchased from alternative and renewable energy resource facilities...AKA NOT COAL!!!!! Also note that acceptable replacements for the coal include burning tires, wind energy, solar, and many others, all of which are MORE EXPENSIVE than coal. So...here is the summation. 1.This bill is EXACTLY what Obama wanted in Washington, but it failed. It is the same as the Washington Cap and Trade bill. But WV Democrats always want to do what Washington Democrats want, so they passed this bill in WV. 2. This bill requires utilities to burn less coal, which equals less jobs for miners! 3. Burning less coal will result in increased electric bills for ALL OF US, due to the utility having to purchase credits, or switch to the more expensive alternative! Note this VERY important section in the bill: §24-2F-7. Cost recovery and rate incentives for electric utility investment in alternative and renewable energy resources. (a) An electric utility shall have the right to recover the costs of complying with the alternative and renewable energy portfolio standards set forth in this article in a manner prescribed by the commission. Although the commission may approve costs that exceed the costs of current utility generation or purchased power, the electric utility has the burden to demonstrate that the costs are reasonable and represent the least cost of compliance. Notwithstanding any provision of this code to the contrary, an electric utility may not recover in rates the costs of compliance assessments imposed under this article. (b) Upon a finding that it is in the public interest of this state, as provided in section one, article one of this chapter, the commission may authorize incentive rate-making allowances for electric utility investment in the construction of new alternative or renewable energy resource facilities in West Virginia to encourage investments in the use and development of alternative or renewable energy resource facilities. This is the section that allows the PSC to raise your rates to the costs associated with this law! You can call it what you want, but this IS a Cap and Trade bill! But if arguing about the terminology is the problem, we can call it the WV Kill Miners Jobs and Raise Our Electric Rates Bill!
