A proposal Im asking about: What do you all think? Proposal for off leash areas in WA CO THPRD nature Parks I wanted to ask what the % of success might be in proposing / requesting an off leash area on the Greenway nature park belt? I have taken verbal polls to get opinions and met with excellent feedback. Heres my thoughts on the proposal. Instead of fining people $315 for letting their dogs off leash, what about selling permits for a few different areas that are not heavily used, one such as the far corner off Schollsferry for our area? If permits are offered it would raise revenue. There could even be a time ordinance and restrictions such as no hunting dogs allowed. The yearly cost would be $25-$50 (more?), based on zip code, so the area doesnt get flooded, but owners could purchase an extended permit based on the number of areas they wish to visit. Before the permit is issued they would have to be certified by Pet Smart that their dog is voice command trained with good social skills behavior and have a current pet license, this might cost $10 for certification, not training. Also, a contract waiver of full liability by the owner must be signed with no liability to the Parks or any other City department. The costs would cover any potential liability put in a treasury fund that would grow interest and support other areas of the dog parks in general. If it doesnt work shut it down, that simple. Dogs do harm no matter what and owners are ultimately responsible no matter what. Put a law on the books for this in our court system regarding parks too. I understand the skepticism of the risk, but Tualatin Durham/Cook Park has had good results. Why? Ive learned through experience that enclosed off leash parks are spreading viruses and my Dakota got a papaloma virus which is highly contagious, it took 6 weeks to heal.
