A quick note and review of the meeting today @ Torbay Leisure Centre re the Cycle park at Clennon Valley. Those present were members of British Cycling and various club representation from the south west. The meeting was only talking about the first phase of the project with is the 1.6km closed circuit, the Velodrome being phase two. Planning consent has been passed for the circuit last week and the course has already been marked out with fencing. Weather permitting the schedule of works will run for 17 weeks. The first turfs will be cut on Monday... So completion date will therefore be mid May.. The circuit will be fully fenced so dogs etc will not be able to run across the circuit. Also the track is to be raised above the field so it will not get waterlogged. There will be a tarmaced holding area and a bus shelter type structure for lap counting and officials on the circuit with electricity supply. There is no plan for timing loop at the moment until systems are finalised and the best spot identified for start finish.. Ownership of the site will be with Torbay Council, at this time it is not known who will be running the facility day by day. As such cost for hire is unknown, however as BC had paid for half of it costs and therefore charges will be held low.. There are ideas of membership, which will entitle individuals to ride there in open sessions, who are outside of a BC clubs. The circuit will booked/hired to groups. Priority given to cycling but will also include other groups such as community groups, schools, triathlon, rollerblading, Nordic skiing, walkers etc. A user group forum will be setup to look at usage bookings etc.. A big weekend of mass participation events to be organised as part of the grand opening. Dates to be confirmed but looks like late May early June after completion... So volunteers/support will be required. Usage will be booked and priority will be given to all cycling clubs on weekly/bi-weekly etc. There will be a monthly cluster/coaching session, Thursday evening racing sessions and 2 weekly Saturday racing day... It was recognised that the facility will come on line part way through the 2014 season, thoughts were to keep regional race programmes going and add the facility to those dates. However the 2015 season will see the circuit be more prominent. Any club could book the facility to run races and coaching etc.. If booked the club will need to have a level 2 coach, first aider and R.A. for the session.. I would guess there will be a generic R.A. for the site.. Hope this will help with any queries.
