A solution for head shots in the NHL (or any level - or even any sport - for that matter): 1) The offender is suspended immediately and remains suspended for the same length of time as the player injured by the hit is not cleared to play. 2) The offender is still given a suspension by the NHL discipline peeps and that suspension kicks in as soon as the injured player is officially deemed fit to return.
