If passed, this bill will encourage false claims against animal owners to extort unfair fees, fines and charges against them. This is a bad bill that is not necessary. Current statutes are adequate to protect animals against neglect and abuse. It is unquestionably unconstitutional, and animal owners will be forced to pay thousands in legal fees to get it overturned.
