ADM 156/270/01 30th November 2014 Release Commencement of Exercise for Issuance of National Identity Cards The exercise of enrolling Ugandan citizens at the parish level, for the National Identity Cards, commenced on 14th April 2014. At the closure of registration at the parish on 11th August 2014, 14,800,000 (representing 82%) of the targeted 18,000,000 million citizens had been registered. On 12th August 2014, the continuous registration exercise, which is based at the sub county, commenced, and over 776,000 applicants have been registered. This brings the total number of citizens registered to 15,576,000 (representing 86.5%) of the targeted population, which leaves an estimated outstanding eligible population of 2,424,000 (representing 13.5 %). The registration exercise continues until 27th February 2014, and provides opportunity for such persons to register for the National Identity Card. The processing of data and production of National Identity Cards for Ugandan citizens who registered during the above exercises has progressed well, and the issuance of the National Identity Cards to Ugandan citizens will commence on Wednesday, 3rd December 2014. The issuance exercise will be preceded by a launch ceremony on Tuesday 2nd December, 2014, which will be presided over by H.E. Gen. Yoweri Kaguta Museveni, President of The Republic of Uganda. Thereafter, the first batch of cards will be issued to those Ugandan citizens who successfully registered at enrolment centers in Kampala Capital City. The issuance in other districts will be carried out progressively over the next nine (9) months. The Roadmap for the progressive issuance will be unveiled at the launch ceremony. The National Identity Card is a long awaited intervention in addressing the challenge of citizen identification, and will enable the Government to plan properly and provide easy access to a wide range of social services and facilities.
