AFP-MNLF stand-off in Zamboanga City, 2013 September 11 Wednesday Peace. As many have reported, commented, and suspected, unless otherwise documented not as another cover-up for some more pressing national issues, it is possible that the present so-called Armed Forces of the Philippines (AFP) and the Moro National Liberation Front (MNLF) “encounter and stand-off” in Zamboanga City today since last early dawn Monday September 9, 2013, could be another high level military intelligence activity not unlike as in the 17-year “cover-up” in 1970 to 1987 on Lt Victor Corpuz then promoted to General for top military secret mission; recent payments in millions of pesos to the M.i.L.F. (Moro islamic Liberation Front, a break-away faction from the MNLF) to meet the President of the Republic of the Philippines in Japan; etc. As ever when we have the proposed Annual National Budget for the following year, like now being deliberated in Congress (both in the House of Representatives and in the Philippine Senate) there appear some small and big time military activities that could be understood by many to mean the maintenance or increase in the share or budgetary allocation to military. With the many political leaders supposedly expressing their “willingness” to give up on their “pork barrel” budgetary allocation, and with the Executive directing stoppage and the Supreme Court issuing TRO (Temporary Restraining Order) on the releases of “pork barrel”, it must be not too far that the usual “pork barrel” allocation from various direct and indirect sources (from Malacañang to every Congressman, Representative and Senator, to all the LGUs or the Local Government Units) including the “intelligence funds”, it is not far fetch idea that for the year 2014 National Budget will surely have great slashes on the military and police nationwide budgetary share. This is not including the supposedly various reported military and police anomalies especially on financial transactions and management; and not mentioning various abuses, liquidations and missing persons, rub-outs, hamletting, displacements of peoples and communities, “questionable encounters” use of “drones” on helpless communities especially in the evenings, etc. We now have various and previous PNP heads, being brought to courts on so-called various financial mismanagement cases. The present “situation, encounter, and stand-off” expenses, and “re-imbursements”, and “collateral damages” will all be very minimal, negligible, and very soon forgotten by everyone. It must also be remembered that not too recent ago also in Zamboanga City that with only one private policeman in Rizal Ali, the entire military and police camp in Cawa-Cawa literally razed (burned) down with the General killed and Rizal Ali escaped for good without any scratch. Instead of only one private police officer in Rizal Ali, we now have about 200 to 500 MNLF trained combatants and the ABS-CBN Tv Patrol News today Wednesday September 11, 2013 reported that these fighters are now “forced” and without options but be “mujahideens”. In the “middle” of the ABS-CBN Tv Patrol news every day since last Monday, it is reported that the MNLF was applying and denied permit to hold rally. As ever, everyone and the Philippine Government always put down or belittle the capability of MNLF; even openly before, excluding the MNLF in the MiLF Framework of Agreement talk for the “Bangsamoro”. Again, ABS-CBN Tv Patrol news reported a clipping on the “warning statement before” of Davao City Mayor Rodrigo Duterte. They could have been given permit to rally and somewhat raised flags for their independence. But, political leaders and students understand that raising flags and independence should have meant a lot more. It must be known that the Philippine Government and the military have long for decades “allowed” these flags of independence in various and many camps of the MNLF, MiLF, and the NPA, until some “necessary” and always “limited” military and police actions. In Pasay City, Metro Manila for decades we use to have a big arch proclaiming “The Free Territory of the Freedom Land”. Of course, the Philippine Government and military never came in the full force of the AFP. As any rally in the Philippines today, the participants on their own voluntarily disperse and go home. We must now be heavenly blessed by the prayers and fasting around the world spearheaded by Pope Francis. US President Obama as reported worldwide has now changed his mind not to Attack Syria militarily and expressed his realization that as ever military action is unpopular; and that civilization and modern day today call for the use of better and much better approaches to diplomacy.
