AFRICA DEFINE YOURSELF: AFRICAN UNION LEADERS, SCHOLARS AND INTELLECTUALS AND GLOBAL LEADERS AT LARGE SHOULD RATHER DEMAND REFORMS OF US AND NEO-COLONIAL MULTILATERAL INSTITUTIONS (UNITED NATIONS, UN SECURITY COUNCIL, IMF ET AL) IN THE QUEST OF DE-IMPERIALIZATION. By Senzo Scholar I wish to piggyback on a recent (15 December 2014) clarion call made by Russian Mikhail Gorbachev that America needs a Perestroika’, which if translated in English, it means America needs serious transformation. [rt/news/214367-us-needs-perestroika-gorbachev/] Mikhail Gorbachev is a former general secretary of Communist Party of the Soviet Union from 1985 until 1991, and as the Union of Soviet Socialist Republics (USSR) only president from 1988. He led controversial perestroika reforms that are believed to have accelerated the dissolution of the Soviet Union. Gorbachev’s rule was also marked by the warming of relations with the West. According to the RT - “The US needs reforms similar to those during Perestroika in the Soviet Union, Mikhail Gorbachev told RTs Sophie Shevardnadze. The former Soviet leader also spoke about Washington’s policy of pressure and intervention into conflicts. Gorbachev stressed the need for political and economic reforms in the US, saying “they need a Perestroika” (translated from Russian as “restructuring”), referring to the political movement carried out during his rule in the 1980s. “They can call it any name they want, the American way,” he said, adding that “Americans do not want a war. But it is not easy for them, with the society that they have.” The US uses tensions and instability to intervene into a conflict, then creates an enemy to enable their “policy of pressure” and shift responsibility, he said. “Whenever tensions are high, whenever there’s instability in a certain country or throughout the region, it’s an opportunity for [the US] to intervene,” said Gorbachev. “I am quite familiar with this policy from my own experience,” added the former Soviet leader. Gorbachev has come into the spotlight in recent months, warning Western and Russian leaders against dragging the world into a new Cold War amid the Ukraine crisis.” Whilst I’m 100% congruent with the thesis that US need transformation (a Perestroika), it is virtually impossible to democratically transform US government as foreign nations. Only national citizens of a sovereign state (country) can transform its government, unless employing the US tactics of forceful regime change. It is a common knowledge throughout the world that the US employ dirty tricks and violence to enforce regime change, hence even Gorbachev accentuated that - “The US uses tensions and instability to intervene into a conflict, then creates an enemy to enable their “policy of pressure” and shift responsibility”. However, the befitting refinement of Gorbachev statement, if put in a less diplomatic manner should be - The US create tensions and instability in its target country [foreign nation] forthwith intervene and disguise its (US) intervention as providing help with conflict resolution and creating peace and stability through putting pressure for [regime] policy reforms intended to suit and feed US imperialistic economic agenda and persuasions. It is against this rationale that two options by default confront anyone interested in seeing change and halting US-Euro led colonial and imperial dominance and subjugation of the world to imperialistic economic interest and agenda of US and European [western] superpowers. Option one is fostering regime change in the US by violence and military force, like the US does to other nations. This is more of a long-short due to the fact that any global coalition that seek to engage military action against any sovereign nation, who is a member of 193 countries under the United Nations, is bound to obtain legal mandate and authority from the UNSC. It is a common course fact that UNSC is under the US command, and receives direct orders and instructions from US. Even the four of the big five permanent members of the UNSC receive direct orders and/or instructions from the US in respect of any materially binding decisions and resolutions of the UNSC. Given that any decisions related to world peace and security issues of 193 countries, can be vetoed by five permanent members of the UNSC [un.org/en/sc/], and the fact that US calls the short on UNSC, there is no way that the UN can authorise the arms embargo and/or militia instituted to violently manifest regime change in the US. Perhaps the major challenge is that the focus of global community has been largely if not solely on decolonization, which to the large extent it is missing the point. The global challenge is no longer colonization, hence decolonization would not yield the intended results against the imperialistic Scramble for Africa and non-western nations [natural and economic] resources. The real struggle is what I personally call “De-imperialization” which is the struggle against and removal of imperialism. I have come to realise that what renders the whole world to be at remiss with concerted efforts of thwarting US-Euro led imperialism is the lack of appreciation of the material difference between Imperialism and Colonialism. Most US and European white supremacist scholars, intellectuals and advocates have ornate knowledge of the material difference between colonialism and imperialism. They left the whole world in the dark in this front, because that serves them very well. The confusing common thread between Colonialism and Imperialism is the fact that both pursue the practice of dominating, controlling and subjugating other sovereign natives (nations) for the supreme benefit of other colonial and imperial nations. However ‘Colonialism’ is a practice of socio-economic and socio-political domination, which involves the socio-economic and socio-political subjugation of one sovereign nations to colonies (colonial nations). Therefore the practice of colonialism usually involved the transfer of European population to a new territory, where the arrivals lived as permanent settlers while maintaining political allegiance to their country of origin. [plato.stanford.edu/entries/colonialism/] The first form of colonization was territorial hence the European (colonies) settlers had to go to foreign nations and use violence (war) to gain territorial control and assume permanent ownership of the foreign territory and thereby ensuring that all socio-economic resources of the country of origin were under European dominion and control. Imperialism, stem from the Latin word imperium, which mean ‘to command”. Therefore the term imperialism put emphasis on the way that one country (imperial nation) exercises and assume power over foreign nation. This can be fostered in various was which could be through settlement, sovereignty, or indirect mechanisms of control. It is important to highlight that European colonies and imperialistic United States of America are geopolitical family [blood relatives] that pursue their family business of exercising and espousing socio-political and socio-economic control of foreign (non-western nations) designed to sustain white supremacy and non-white subjugation. The hands of time should remind you that US government is an extension of European colony, due to the fact that European settlers went to America to violently take control and dominion of aboriginal American native by force. In a nutshell US government is a by-product of colonization. At the end of the World War 2, the European, and Soviet Union of Russia realized that violent means of fostering dominion western dominion, socio-economic and socio-political control over non-western nations was not sustainable. Consequently a new systematically robust and sustainable perpetual form of achieving dominion western dominion, socio-economic and socio-political control over non-western nations had to be mooted. This, consequently gave birth to the neo-colonialism and neo-imperialism. Having clarified the difference between colonialism and imperialism, the modus operandi is imperialism and the vision is colonization (world dominion by US-European colonies). In post 20th century the politically correct word used to imply world dominion by US-Euro colonies through imperialism is “New World Order” which is a new world union government under the supremacy of US-Euro political governance. History reminds us the Soviet Union of Russia has been part of very strategic neo-colonial and neo-imperial multilateral institutions. Some of these institutions chiefly include G8 which was a group of 8 richest nations in the world, which is now G7. The G7 is the group of the largest [richest] western economies excluding Russia. As a permanent member of the UNSC and formerly G8 member for almost 16 years, Russia possess strategic conception of modus operandi of the US-Euro world dominion agenda, vision and aspirations. However, Russia is grossly remiss by focusing on reform of US government. The prime focus should be the reform of United Nations and the UN Security Council. The five permanent members of the UNSC should be stripped off their veto powers. All 15 members of the UNSC should have equal powers [centerforunreform.org/?q=node/624]. Permanent membership should be configured on the basis of germane equal status in all fronts. US lures its hefty socio-geopolitical powers from UN, UNSC and NATO which are all virtually at the unilateral switch and command of US. Befittingly apt reform should be geared towards democratizing the UN and UN Security Council. This will automatically and concurrently disempower US-Euro unilateral use of militia based imperialistic regime change of foreign nations for economic benefit and dominion of, and by US-Euro colonial coalition. Mikhail Gorbachev suggested transformation of US is only possible through violent military engagement which would need authorisation by UN and UN Security Council. The manifestation of militia based regime change is by far a long short which will actuate World War 3. Employing military regime change against the US, will compel all 28-countries who are members of North Atlantic Treaty Organization (NATO) [nato.int/nato-welcome/#members] to come to the military defense of US, through its NATO Command Structure (NCS) [nato.int/cps/en/natolive/topics_52091.htm] This will escalate to and ensure the World War Three (WW3), which will result to unbearable consequences. Therefore the best option is to reform the United Nations, since it doesn’t make sense that all 193 countries under United Nations are under the dominion and abuse of only 28 countries led by colonial US-Euro coalition under the auspices of the UN permanent Security Council and NATO. The second option of transforming United Nations, is an imperative one, and must manifest through the leadership of Russia and leaders of G4 Bloc (Brazil, China, India, and South Africa). The G4 countries and Russia already have a union called ‘BRICS’ Brazil, Russia, India, China, and South Africa. The G4 Block are the leaders of G20 Countries, and the G20 countries account for the 64.2% of the world population and 83.2% of the world economy (world GDP) [natofreefuture.org/what-is-g-8/]. However peripherally or on the face value G20 comprise 20 countries membership. Beyond face value G20 is made of 19 countries plus 28 European Union countries [europa.eu/about-eu/countries/index_en.htm], which makes G20 comprised of 47 countries. This is despite the fact that 28 members of EU participate in G20 under the agency of European Union. Apt prognosis of the G20, gives an innuendo that G20 was mooted with a covert intent of neo-colonizing the G4 Block countries, and somewhat convert them into being imperialist nation. Well this is a subject of deeper prognosis and its in-depth analysis would shift the focus of this article. It is significantly worthy of highlighting that France, UK and US constitute a covert G3, that features in G20, G28 (NATO), and are permanent members of UN Security Council. This simply means that the trio, constitute the heart and soul of the US-Euro colonial and imperial world dominion. It goes without say that the trio will strategically thwart and frustrate any efforts of reform of UN and UN Security Council, actuated by G20. Apart from the G3 tripartite alliance made of France, UK and US, seven countries who are members of G20 member countries are also members of NATO. Simply put, means that 25% of NATO members make 38% of G20 countries. Technically any reform of UN emanating from G20 will receive upfront cold rejection by 40% of G20 members if EU is included. This calls for strategic regrouping of geopolitical groups, the 62% (12) members of G20 which exclude EU and all countries that are NATO members and Russia, should form a geopolitical group called G14 and invite African Union as a member. It is importantly to highlight that the African Union is classified as C10 in terms of geopolitical groupings. [https://facebook/senzoscholar/posts/624339004317295] The G14 made of G4 Block, BRICS (G5) and 12 members of G20, will collectively make a strong socio-political and socio-economic geopolitical block capable of demand reforms and transformation of UN Security Council and United Nations. Relying on existing groups such as Group of 77 (G-77) and Non Aligned Members (NAM) proved ineffective to compel reform of the United Nations. The African Union should be pressing harder for the reform of the UN Security Council because it is the only continent that does not have a permanent representative on UN Security Council membership [centerforunreform.org/sites/default/files/SC%20Reform%20Sept%202013%20publication.pdf#overlay-context=node/604%3Fq%3Dnode/604]. In addition, the African Union as a collective is also excluded on G20 whilst the EU as a collective is a member of G20, the more reason why should African Union demand reform of UN Security Council. In demanding the reform, the African Union and BRICS should threaten to withdraw from the United Nations, if the reform demanded are not instituted during the 70th session of the UN General Assembly in 2015. Until such that that strong strategic collaboration and alliances between G4, G5, and C10 countries is mooted with a chief mandate and united political mighty force to reform and transform United Nations and United Nations Security Council, US will continue unabated with its imperial exploitation of the foreign nations that are non-NATO country members. The reform of UN Security council is frustrated and blocked mostly by the permanent members [centerforunreform.org/?q=node/625]. It is therefore imperative that Russia through BRICS and the suggested coalition of G14 countries, should rather advocate for, and demand the reform and mandate review of the United Nation as well as constitutional structure, functions and powers of the United Nations Security. In my article dated 03 June 2014, entitled “AFRICANS IN AFRICA AND DIASPORAS MUST UNITE TO DEFEND AFRICAN SOCIO-ECONOMIC WELL BEING, AFRICAN SOVEREIGNTY, AND G4, G5 AND C10 (AFRICAN UNION) COUNTRIES MUST FORM A NEW UNITED NATIONS NEEDED TO INTENSIFY STRUGGLE AGAINST COLONIAL SCRAMBLE FOR AFRICAs RESOURCES AND RESPOND TO ANY VIOLENT ATTACK OF AFRICA AUTHORIZED BY NATO AND UN SECURITY COUNCIL.” I asked the following questions- 1. What is African Union doing, saying about these terror attacks which are always pre-empted by the United States of America? 2. Why is the African Union so mute about these attacks, and why an urgent AU meeting for only African leader, is not called to discuss strategic response to these alleged threats of terror attacks? 3. Why doesnt the African Union demand that any information should be communicated to the AU Security Council? 4. Why isnt African Union demanding that U.S must give the AU Security Council complete information, sources regarding the terror attacks, forthwith the AU must validated the validity of these sources? 5. Why don’t the BRICS: G5 (Brazil, Russia, India, China, and South Africa), G4 (India, Russia, German and Japan) as well as the C10 (African Union) formed a New United Nations of the Developing and Developed (NUNDD) countries, which will demand the reform of NATO and UN Security Council, and that only militia and any peace-keeping actions or intervention authorized by these UNNDD will be allowed to take place in any country that is a member of NUNDD? 6. Why don’t the G4, G5 and C10 form the NUNDD Coalition, which and resolve that if NATO and UN Security Council approved and compel militia intervention, the country that will attack any of the NUNDD member country will be attacked through militia intervention by the NUNDD? 7. If the African Union is not taking killings (bombings) of African people and infrastructure as a key leadership issues, then why do we need African Union? 8. If the African Union doesnt protect African people then who should and how so? 9. Are the African Union heads of states scared, could it be they dont have balls or they dont give a damn? 10. How come the African Union allow the African people and infrastructure to be destroyed and killed before their eyes? Looking for answers to the questions asked above, and taking into serious consideration the suggested strategic collaboration and formation of G14, specifically for demanding reform of UN and UN Security Council, will certainly thwart and permanently exterminate the US-Euro use of militia to advance and sustain socio-economic world dominion through neo-imperialism and neo-colonialism. As Africans in Diasporas and in Africa we need to unite and find strategic and pragmatic means of De-imperializing Africa. Aluta Continua!!
