AICTE to cover all Kashmiri students for scholarships In what could provide a sigh of relief to left out students under Prime Ministers Special Scholarship Scheme (PMSSS), Ministry of Human Resource Development (MHRD) GoI has decided to entertain all the students who were denied the scholarship because of late online registration. They (MHRD) have asked All India Council for Technical Education (AICTE) to cover Kashmiri students who have been admitted to different colleges across the country during 2012-13 session. The development comes after a meeting by Inter Ministerial Committee (IMC) on November 26 at New Delhi, attended by MHRD and Ministry of Home Affairs. Moreover, students who had mistakenly enrolled their name in management quota, who otherwise were admitted in general degree courses would be entertained by every college as well. Talking to local newspaper, Member Parliament (Rajya Sabha) G N Ratanpuri said it has been discussed in meeting that these students landed in trouble as they applied for admissions before publishing of PMSSS guidelines. “This excludes them from benefits of the scholarship, but they will be entertained for the same,” said Ratanpuri who is also member of Parliamentary Consultative Committee (PCC) for HRD. PMSSS was launched in 2010 on the recommendation of an expert group. It aimed at encouraging Kashmiri students from families with income below Rs 4.5 lakh per annum to study in colleges outside the state on scholarships. The first batch of 450 students was flagged-off in August 2012 from Governemnt Women’s College MA Road. However, the issue got media attention after its poor implementation as most of the students were denied the scholarship after getting admissions in outside colleges. MHRD maintained there were some hiccups in bringing transparency in execution of the scheme. Reportedly around 600 students from 2012-13 session were barred by their college authorities from appearing in examinations due to delay on part of MHRD in releasing their money to the institutions. MHRD has now agreed to grant one time exemption to the students of session 2013-2014 also in respect of five students per institution cap. “Another extremely important decision is to grant one time exemption to the students of session 2013-2014 also in respect of five students per institution cap. All the bonafide students who are otherwise qualified but not among the first five students (in order of merit) of any institution will be given the scholarship this year (first year), but in the second year they will be shifted/ migrated to other institutions so that maximum five scholars are left per class per institution.” “In the second year students will be migrated to other institutions to maintain cap of five students per class and per institution,” Ratanpuri said adding that the information was forwarded to him by Chairman AICTE, S S Mantha. He said AICTE has been asked to finalize all scholarships for 2013-14 and left over cases of 2012-2013 within a couple of weeks to relieve students and their families from the continuous uncertainty.
