ALBAY PROVINCIAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL Provincial Disaster Operation Center Province of Albay PDRRMC Advisory 1 Declaring Albay Province under State of Heightened Alert and Close Monitoring 31W (Pre-Yolanda) 5:00 PM November 4, 2013 In view of the prevailing numerical models of the weather system that has high probability of affecting the province of Albay as it continue to enter the Philippine Area of Responsibility. Accordingly, per information of PAGASA South Luzon there are two scenarios that would happen: Scenario 1: Yolanda will pass Samar-Leyte areas on Saturday that will still affected Bicol Region due its 5oo km in diameter area. Scenario 2: Yolanda will pass through the Bicol Region directly hitting Albay province on Saturday. In both scenarios, the PDRRMC hereby orders: 1. Conduct of PDRRMC Emergency Meeting tomorrow at 1:00PM at AECID Hall for PAGASA Briefing and preparedness status 2. C/M/BDRRMCs are hereby advised to shift to State of Heightened Alert and Close monitoring for shift in track and rainfall and closely monitor their respective areas and execute measures to ensure zero casualty. 3. Review the availability of the Local Disaster Risk Reduction and Management Fund (LDRRMF) Quick Response Fund making it ready to support emergency needs in case of evacuation requirement. 4. Physically inspect the state of response, search, rescue and retrieval equipage and implement remedies to strategic gaps. 5. Close monitoring of the sea surface movement and keep fishermen and small seacraft updated for disaster avoidance. 6. Postponement of local educational tours previously approved covering the period November 6 to 10, 2013 7.
