AN OPEN LETTER TO MY ROLE MODEL Hon’ble Prime Minister Respected Modi Ji I know the words may hurt you. I wish to tender no apology for the same. You said “ना खाऊंगा न खाने दूंगा” This inspired me to worship you as my role model. I know a tea seller can become the प्रधान सेवक of India and the country is right enough to rely heavily on your words. What is the alternative for a common man like me when the Octopus of corruption is dancing naked in front of my eyes at a distance of 10 km from your residence? The heart of Delhi is facing the Tsunami: Being a responsible citizen of this country, I have tried my level best to approach every government department including forest, MCD, LNDO, NHRC, women commission as well as to the different NGO’s to find time bound solution to these corrupt practices in broad day light. Nothing appears to be working in this country. You are the last hope, do something if you have time else stop saying ना खाऊंगा न खाने दूंगा. With utmost sincerity and honesty, I wish to bring to your kind notice the following illegal, dishonest developments in my college parawise- 1. Illegal mining Our eco-friendly college spread over 17 acres of land with nearly 3 acres of forest land forming part of the Aravali range suffered the biggest blow during the last two years. The monster cranes, vehicles used for mining went rampant to extract precious blue and pink stones day in and day out. The college community witnessed this massacre silently. Thousands of truck loads of stones were carried out of college resulting huge loss to the property belonging to Government of India. (Lease document of the College - Annexure 1) On the other hand, the same resulted in unlawful gain to the authorities involved in this illegal mining. As a consequence of this mining, a swimming pool like structure was created wherein Aravali range of average 200 ft hill was standing from time immemorial. (Photo prior to start of mining and after mining from Google maps, during the mining – Annexure 2) A rough calculation yields 30 lacs m3 of precious stones were sold/ smuggled/ sent out of the college premises in strict violation of the existing laws. This very act started in the tenure of Dr. Sandeep K. Sharma, the then OSD and continued till April 2014 through newly appointed Principal, Dr. G.K. Jha. The register containing the details of truck entries as accounted by the security guards was either destroyed or secretly made to disappear. This clearly explains how the college authorities are the part and parcel of the module of this illegal mining. It is needless to mention that this act of mining is not only in violation of the acts like (a) mining act; (b) environmental protection act; (c) forest conservation act etc but also amounts to acts liable under the following charges of relevant IPC Sections i.e. 119, 120, 168, 201, 202, 204 and 406. It seems apparent that the culprits are trying to level the grounds by dumping residue of illegal construction work in a hurry. (Sequentially arrange photographs of the illegal mining work– Annexure 3 - enclosed in CD) 2. Illegal construction work As evident through RTI replies received from authorities of MCD, LNDO, forest etc, no prior permission or approval to start/ continues the construction work which is still going in full swing till today were obtained by college authorities. It is important to note that the college requested MCD for approval for the construction but the same was rejected thrice in 2005, 2006 and 2007. (Copy enclosed - Annexure 4) Further, a penalty of Rs 5.37 Crore was imposed on college by L&D office for the above-mentioned violation. (Copy enclosed – Annexure 5) 4. I am concerned with the poor quality of the construction work which possesses a worst challenge/ threat to life and limb of students, employees and others who uses the college for their day to day activities. In the 141st meeting of the Governing Body (GB) of the college was held on 30 June, 2014 and the GB itself accepted that the construction held in the college is of very poor quality. “In item 14 appendix A point no. 13, which clearly states that approval for termination of contract awarded M/s Ambienc Construction in view of its poor quality of work and it offers to quit and add approval of award retrofitting work or unfinished work of M/s Ambienc Construction to M/s S. P. Repcon Pvt Ltd)” 5. The huge pillars raised around the old existing building in the name of repair and retrofitting in order to facilitate an addition floor are ill-built raised over poor foundation (Photograph- Annexure 6) and are hardly fit to support their own huge disproportionate load. These allegations can be verified from the detailed explanation. i. Old pillars (Pillars raised by the sacked contractor as mentioned in point 4) forms 80% of the total number of pillars raised. There is a noted difference between the foundation constructed by the old and new contractor. ii. The pillars raised for the college gate are built in very unscientific manner. (Photographs showing how pillars raised from below to support the roof – annexure 7) The worst occurred when one of such pillars nearest to library developed a crack in it and got tilted. The photographs supplied on this account are self explanatory. iii. The iron support used in construction of the college gate were out for nearly one year as there was huge doubt in the mind of construction committee that the gate would ever be open for the public use. iv. Small pillars as shown half raised in the photographs were constructed to support this white elephant (College gate). v. A new assignment to repair the flaws associated with construction of gate was given to a new contractor and large of amount of money are being spent to cover up the flaws at surface level. However, the fact is that a flaw lies in the poor foundation. vi. Such treatment is analogues to the fact that an expired medicine would not serve its purpose if its contents are transferred to a brand new bottle. 6. As I know, no proper time bound action is being taken against such illegal, unethical, criminal kind of activities, I was compelled to request to your good-self to be kind enough to save the endangered lives who would risk their life by using the said gate as aforesaid. Further, I strongly believe that no elephant can stand with authority with a broken leg forever largely, for the fact, that Delhi is an earthquake prone area. Last but not the least I have full faith in our Prime minister, a man of action who would not let down my focus to ensure that India becomes corruption free sooner than later.
