ANDREI BARSAGA DIEZ, Sr. Sangguniang Panlungsod Member Chairman – Committee on Good Governance, Public Ethical Standards and Accountability Liberal Party (LP) Coordinator for Masbate City LET’S ELECT THE BEST AMONG THE BESTS TODAY!!!!! It was three years ago, when we were under the same roof to elect the officers of the Philippine Councilors’ League (PCL)-Masbate Chapter. Now, we are bound once again to choose our next leaders in the league of local lawmakers, our representation to the Sangguniang Panlalawigan, Province of Masbate. We will be gathered not just to select our would-be officers in the PCL, rather we are here to elect the P-eoples’ C-hosen L-eaders; our would-be P-eoples’ C-hampion in L-egislation, the ultimate peoples’ representation in local legislation. Conscience dictates that we have to rally behind fellow legislators who should be at all times P-artial, with exemplary C-haracter and a genuine L-eader. This is how PCL has to stand for; P-ARTIALITY, C-HARACTER and L-EADERSHIP. And the very reason why this representation looks forward to be one of Masbate Province’s Philippine Councilors’ League leaders, with utmost PARTIALITY, humble CHARACTER and proven LEADERSHIP in the local law-making body of our dear City of Masbate. Ini po na iyo ubos na Serbidor, ANDREI BARSAGA DIEZ, Sr., nasa ikaduha na termino bilang miyembro san 5th Sangguniang Panlungsod sa Ciudad san Masbate. Gin-anak sa munisipyo san San Jacinto, Isla san Ticao. Hali sa familia ni Encarnacion Espinosa Bartolabac kag Andres Barrun Barsaga, nagserbi bilang Mayor sa Munisipyo san San Jacinto. Destiny has brought me here in the halls of local legislature, and our people, whose trust and confidence, made me as the humble public servant I am now and in the future. It was destiny which brought me No. 10 (DIEZ) in the Official Ballot during the May 10, 2010 (MAYO DIEZ DOS MIL DIEZ), and it was our people’s mandate which gave me a plurality of 10, 010 (DIEZ MIL DIEZ) votes. History repeats itself when this representation, for the second time and on my re-election bid, landed No. 10 (DIEZ) again in the Official Ballot during the political exercises on May 13, 2013, and this humble public servant was re-elected with a totality of 13, 141 votes, where each digit when summed up would appear – 1+3+1+4+1=10 (DIEZ), only 253 votes away from the topnotch. Destined to serve humanity and so history will tell how this humble representation persevered and did it not only for the city but for the whole of Masbate. As a neophyte legislator, this rookie ended up his first term with the most number of resolutions and ordinances adopted and passed by the 4th Sangguniang Panlungsod. Prominent among those pieces of legislation, and directly hitting the very services needed by our people, were those which eventually declared Masbate City a permanent venue for filing and testing of the bi-annual Licensure Examinations for Teachers (LET) and the NAPOLCOM Police Entrance and Promotional Tests, as well as that of the quarterly conduct of the Career Service Professional and Sub-Professional Examinations. Alongside these services to the public, is the regular activity accepting Renewal of expired Philippine Regulation Commission (PRC) issued licenses and issuance of PRC Certificates of Good Standing among our fellow Masbateño professionals, and Certificates of Passing and Rating among new lucky exam passers. They need not go to Legaspi City, Cebu City or in Manila anymore. And finally, Masbateños are relieved of huge finances, risks of travel and many more. This humble representation never did let go to check and courageously aired the many abuses and irregularities in both the public and private offices, and the officers behind every office. The neophyte, again and for the record, delivered the most number of privilege speeches in the plenary. The most controversial of which were those which questioned the validity of the existing P15.00 passenger ticket fee in Pilar Port, Pilar, Sorsogon, and the mismanagement and abuses of power leading to huge indebtedness of MASELCO to NAPOCOR. The very latest of which, and seen to eventually reach the court of justice, is our strongest objection and opposition to the proposed P35.00 passenger terminal building fee by the Philippine Ports Authority (PPA)-Masbate against every outgoing fellow Masbateño passenger. These, gentlemen and ladies of the twenty one (21) sanggunians, are just humble evidences of our P-eoples’ C-hosen L-egislator with P-rinciple, C-haracter and L-eadership. It is for this very reason that we need the best PCL representation in the Sangguniang Panlalawigan, our representative who could best assert the rights and privileges afforded to a fellow lawmaker, and shall at all times, defend every piece of legislation emanating from every local sanggunian subject for review by the Sangguniang Panlalawigan. Rest assured we are one and united in choosing our next leaders in the Philippine Councilors’ League. DIEZ MABALOS ….. my own way of saying “Thank You!”
