APEC FAILURE, FAILURE and FAILURE Another report from APEC personnel to ALEO is that the APEC Management crisis is worsening because of disagreements from warring factions have emerged. One is the Marchan and the other is the Imperial faction. The competing factions have contributed further to already fractured and disarrayed organizational structure of barely breathing APEC. Employees of APEC are resigning, looking for another job, low morale, others were complaining uncompensated extended working hours even on Sundays and delayed salary. The Sangguniang Panlalawigan ng Albay has called for a committee hearing to APEC last Monday. Complaints were lodged by representatives from Pioduran, Jovellar, Rapu-Rapu, Guinobatan and Manito about low voltage, unrestored power after the typhoon four months ago, power fluctuations, no transformers that APEC was advising to buy their own, etc.. The islands of Rapu-Rapu, Cagraray, San Miguel and Batan were even asked to help in the hauling of materials needed in restorations. But ALECO before after so many typhoons hauling and materials was never an issue. The APEC representative a certain Engr. Serrano didn’t give any definitive answers to the queries instead he utters words like “hopefully we can restore this December, we will inspect, we will study” to the dismay of the LGU representatives. The inquiry just like other inquiries only gets anger and deep frustrations to APEC. The Committee didn’t even asked questions about the excessive power rates, erroneous billings, the Concession Contract’s deviations and violations of Consumers’ rights.
