The first piercer in their respective shop would then be the one responsible for making sure that shop meets the minimum criteria so their membership is mostly contingent upon them making sure the shop is up to standards. In essence, they are the ones doing the most work and paving the road for the rest. What is the next applying piercers membership based on? Just curious.
