ARTICLE 51 REGIONAL FOOTBALL ASSOCIATIONS 51.1 There shall be Regional Football Associations which shall organize football in the regions on behalf of the Ghana Football Association. 51.2 The organization, administration and activities of the Regional Football Association shall be in accordance with the provisions of these Statutes and other guidelines approved from time to time by the Executive Committee of the GFA. 51.3 The Regional Football Association Congress shall consist of the following members: 51.3.1 The 2nd Division Clubs – 2 delegates from each club. 51.3.2 The 3rd Division Clubs (two elected delegates from each District) 51.3.3 The Juvenile Football Clubs (two representatives Juvenile Clubs) 51.3.4 Third Cycle Educational Institutions Sports Association - one delegate 51.3.5 The Regional Womens’ Football - two delegates 51.3.6 The Regional Referees - two delegates 51.3.7 The Regional Coaches - two delegates 51.3.8 The Regional Players - two delegates 51.4 The structure of the Regional Football Association shall as far as possible conform to the structure of the GFA. 51.5 It shall hold Annual Congress of representatives of its constituent members as in Article 51.3 above to receive and consider among other matters, reports of the Regional Executive Committee including audited financial statements. ARTICLE 52 AREAS OF AUTHORITY 52.1. It shall organize the Regional 2nd Division League. 52.2. It shall supervise the activities of the Regional Womens’ Football Committee and the District Football Association which shall operate on the lines of the RFA. 52.3. It shall supervise the activities of the Regional Juvenile Football Committee. 52.4. Liaise with the DOLB to declare champions. 52.5. It shall implement the decisions of the GFA at the District level in furtherance of the objectives of the GFA. ARTICLE 53 LIMITATION OF POWERS OF THE REGIONAL FOOTBALL ASSOCIATION 53.1. An obligation not to enact or operate under statutes and Regulations which are inconsistent with the provisions of the GFA Statutes except with the prior approval in writing of the Executive Committee. 53.2 The Regional Football Association shall not have the power to print or sell player registration licences. 53.3 The Regional Football Associations and the District Football Associations shall have no power to take decisions in any of the following except with the prior approval in writing of the Executive Committee of the GFA. These are: 53.3.1 Abridgement of the 2nd Division Leagues. 53.3.2 Expulsion of Clubs from the League 53.3.3 Formation of a Regional Club to participate in the Middle League Competition for promotion to Division One. 53.3.4 Re-registration of players for a chosen club to represent the Region in the Middle League Competition. 53.4 Any such decision taken in contravention of these Statutes shall be null and void. ARTICLE 54 THE REGIONAL EXECUTIVE COMMITTEE 54.1 The Regional Executive Committee shall consist of: 54.1.1 The Chairman elected by the Regional Congress. The Chairman shall appoint one of the members of the Executive Committee as Vice-Chairman. 54.1.2 Five (5) persons elected by the Second Division Clubs in the region. 54.1.3 Three (3) persons elected by the 3rd and 4th Division Clubs in the region 54.1.4 Two (2) persons elected by the Juvenile Football Committee in the region 54.1.5 One (1) person elected by the Women Football Committee in the region 54.1.6 One (1) person elected by the Referees in the region 54.1.7 One (1) person elected by the Coaches in the region ARTICLE 55 DISTRICT FOOTBALL ASSOCIATIONS 55.1 There shall be District Football Association which shall organize the 3rd Division and other lower Division Leagues in the District. 55.2 The organization, administration and activities of the District Football Association shall be in accordance with the provision of these Statutes and other guidelines approved from time to time by the Executive Committee of the GFA. 55.3 The District Football Association Congress shall consist of the following members: 55.3.1 The 3rd Division Clubs - 2 delegates from each club 55.3.2 The 4th and 5th Division Clubs - 1 delegate from each club 55.3.3 The Juvenile Football Clubs - 2 delegates elected from each club. 55.3.4 Schools and Colleges Sports Association - 1 delegate 55.3.5 The District Women’s Football Association - 2 delegates 55.3.6 The District Referees Association - 2 delegates 55.3.7 The Coaches Association in the District - 2 delegates 55.3.8 Players - 2 delegates 55.4 The Structure of the District Football Association shall as far as possible conform to the structure of the Regional Football Association (RFA) 55.5 It shall hold Annual Congress of representatives as in Article 55.3 above to receive and consider among other matters, reports of the District Executive Committee including audited financial statements. Medical Committee 59.1.5. Referees Committee 59.1.6. Media and Public Relations Committee 59.1.7. International Relations Committee 59.1.8. Players’ Status Committee 59.1.9. Premier League Board 59.1.10. Division One League Board 59.1.11. FA Cup Committee 59.1.12. Women’s League Board 59.1.13. Legal Committee 59.1.14. Public Interest Committee 59.1.15. Elections Committee 59.1.16. Club Licensing Board 59.1.17. Club Licensing Appeals Committee 59.2. The Executive Committee shall determine how many members should be appointed to each Standing Committee. 59.3. The Executive Committee may set up ad hoc Committee as and when it deems it necessary to do so.
