ARTIFICIAL PERENNIAL SHORTAGE OF IRRIGATION WATER / DRINKING WATER 1. With profound appeal, we would like to draw your attention that Union Council Dal, Tehsil Sehwan, District Jamshoro has been facing an acute shortage of irrigation water, which is affecting peoples, Animals, Wildlife, agriculture land and crops. We mention following few lines for your kind sympathic consideration:- a. Deh Supper, Deh Bed, Deh Arbi, Deh Abad, Deh Bubak located at Union Council Dal, Tehsil Sehwan, District Jamshoro is facing great difficulties due to artificial perennial shortage of irrigation water in Daim Branch, Aktar minor, Dal minor (Tail-end) Dadu Canal and almost in all minors, channels of Taulka Sehwan. At this time irrigation department converted our productive green agriculture land into barren land and our agriculture land showing like dearth famine. There is no portable water for the people, while animals, wildlife too are dying for want of it. How cruel it is that people do not have any sweet water to give a funeral bath to the dead. The non-availability of water has made people’s lives unbearable. The irrigation staffs are aware of the problem but do not take any action in this regard. b. At this time, due to unavailability of sweet water local rural humans use drinking water from Manchar Lack (Largest lack of Pakistan even Asia), which is full from Acids, Chemicals, Rust, Poison and Urines, which is causing various diseases (specially Hepatitis A,B,C). On checking of medical tests results, it’s found that 90% of rural humans have been involved in Hepatitis A,B,C) which is alarming dangerous situation. Due to Hepatitis A,B,C, number of people had been died in our area which we proves from their medical tests results. c. Due to mismanagement of water by the Irrigation Department, agriculture land of this area has badly affected and destroyed, which is creating a lot of problems for rural humans and increasing extremely unemployment. Farmers have been demanding for years that they should be supplied water for early crops but the demand has never been met. The Daim Branch tail-end (Dadu Canal), Aktar minor, Dal minor needs water to irrigate early sown crops but growers are usually seen crying for water even during the peak of the crops season. Farmers needed water now because sowing of crops had started. If adequate water is not supplied then sowing of crops on the Daim Branch (tail-end), Dal minor, Aktar minor areas crops will be badly affected. d. Moreover, Daim Branch, Dal minor, Aktar minor (tail-end) have dried up due to large scale theft of irrigation water by influential landlords, leading to an acute shortage of water for a large population and causing thousands of acres destroyed. Many influential growers at the head of branch had diverted it towards their land. Armed men were guarding the illegal diversions if anyone raised objection they scared him away. An unspecified number of families who had settled near these waterways are now migrating towards the urban areas and Indus rivers areas in search of water and fodder. e. Our worries and miseries were added by poor response from local Irrigation Authority. Due to shortage of agriculture water, we have nothing to live in respectful manner. This hand to mouth situation forced us to approach you for your kind assistance. 2. In view of above, it is our appeal to the President of Pakistan, Prime Minister of Pakistan, Judiciary of Pakistan, Chief Minister Sindh, to take note of the sad situation and ensure adequate supply of agriculture water to save our agriculture land, people, animals, wildlife as well. All officers of Irrigation department, be instructed / approached to supply water in Daim Branch (tail-end), Dal minor, Aktar minor on priority basis, enabling use to start our life in a graceful manner. 3. Moreover, Instruct to Chief Engineer Irrigation Sukkur Barrage (Right Bank) Larkana to plug all loopholes pertaining to the water thefts, remove obstacles in channels by influential people, bring the modules of the irrigation minors as per approved specification and to ensure water supply up to tail-end and also instruct irrigation officers to get the help from the Police and Rangers and take action without any discrimination and to get this artificial problem resolved permanently. 3. For Justice and humanity help in the light of Constitution Law for provision of agriculture / drinking water (Fundamental Human Rights) and kind consideration. RECOMMENDATIONS a. To install Electric Water Turbine Machines for Ground Water. b. Construction of cemented Water Courses. c. Construction of cemented ponds for storage of water. d. Installation of Electric Pumping Machines. e. To install purification (So Safe) water machine pumps. f. To plug all loopholes pertaining to water thefts. g. To remove obstacles in channels by influential people. h. To bring the modules of the Irrigation minors as per approved specification. i. To ensure water supply up to tail-end. j. To Take legal action for theft of Irrigation water against influential landlords. k. To instruct Irrigation Officers to get the help from the Police and Rangers. l. To take legal action against defaulters of Irrigation department. m. The government to complete the Right Bank Outfall Drain (RBOD) project to put a stop to the poisoning in Manchar (Lack). n. To increase and complete the Sukhia Mori water pumping machine scheme from Indus River to Daim Branch (Dadu Canal). We are waiting for exemplary reply / action.
