According to chief Ntandu of Mwinilunga, traditional leaders will mobilise their subjects to rise against the enactment of the new constitution should it be allowed by cabinet to go through with section 296. This particular section puts powers over all land issues under the president. He says this particular section was sneaked in by the technical committee who are conniving with unknown individuals to take away powers from traditional leaders.THE CHIEF IS RIGHT, THE INSTITUTION OF CHIEFS HAS EXISTED EVEN BEFORE INDEPENDENCE. And yet some political parties are just crying constitution, Constitution without even considering contentious issues or even the implication of adopting certain clauses. He further goes on to say cabinet should remove section 296 and the regional council issue before the document goes for a referendum. Am sure PF is smart enough not to allow itself to be decampaigned by allowing unpopular sections.
