According to this analysis, generous government pension programs are the primary driver of budget shortfalls at the state and local level. We can be proud of the efforts Utah has made to protect taxpayers from some of the fiscal challenges facing many other states. In previous sessions of Congress, I have sponsored legislation to affirm that federal taxpayers should not have to bail out poorly managed state and local governments.
