According to this national report, San Francisco led the country - TopicsExpress

According to this national report, San Francisco led the country in the 1990s to criminalize homelessness and to address homelessness not through social services and treatment but through the lens of non-homeless and business interests in our urban centers. In the past two years, San Francisco has continued to lead efforts to criminalize homelessness - it is illegal to sit on the sidewalks, it is illegal to sleep in our parks, it is illegal to sleep in your car, and weve forcefully removed recycling centers that are the primary source of income for many of the citys homeless and marginally-housed. There is NO SAFE PLACE in this country for the poor. San Francisco is a threat to so many of its own.
