Acquiring knowledge of political philosophy from Dr. Peter Berkowitz (Stanford University) and South Africa experience from Dr. Jendayi Frazer (Former U.S Assistant Secretary of State for African Affairs) makes me aware of formulating political strategy towards democratic transition in Myanmar. As far as I recognise the 2008 constitutional framework can’t protect individual rights and enlarge freedom. Separation of power can’t be exercised through constitutional apparatus to limit government power. Accordance with the 2008 constitution, too much power has been granted to the military in so many ways. In this regard, to prevent the military coup and to limit government power have been manifested through counter balancing institutions. What do I mean by counter balancing institutions? What kind of institutions I am talking about? I have fully distinguished the role of media and civil society in every democratic transition. So-called “Third Wave of Democratisation” can be justified. Strengthening and institutionalising Civil Society and professionalising the media only can establish counter balance or counterweight to the state in Myanmar. Press freedom must be highly essentialised to confront the state and the military to hold their accountability and transparency. “A proper understanding of what the ideal of Civil Society really means now must distinguish it from an implicit identification with any and every plural society, within which well-established institutions counterbalance the state (Ernest Gellner, 1994).” Informal “Check and Balance” out of the state can be justified and exercised through institutionalising and professionalising the media and Civil Society.
