Actually, on the A1 between Rome and Florence, there are rest stops along the highway that are like this. Solar panels also work on the bus stop shelters and so many other surfaces. Also, designs are variable so it need not be a flat surface. There are many options and communities should encourage schools to create innovative designs, like the 13-year-old Aiden Dwyer, who used Fibonacci design to simulate a tree as a solar collector.
