Administration Department Administration Department is directly responsible for implementation of Union Government’s policy and instruction and also combination of the performance of department of Myanmar Timber Enterprise (MTE). The main tasks include forming organizational structure, withdrawing and obligation under the guidance of Myanmar Timber Enterprise Executive working committee. (EC). Implementation of respective meeting decisions is followed. Administration Department take responsibility of Human Resource’s service affair such as recruitment, job rotation (transfer), retirement and leave etc and issuing the necessary instructions on behalf of Managing Director office. Additional tasks, that includes fuel distribution, telex communication, information, departmental welfare and special cases, audit reports, departmental instructions and other assigned duties. Extraction Department This department is responsible for the cutting of logs in accordance with the rules of sustainable forest management, skidding by elephants to save the forest ecology on site processing and loading of logs onto trucks or skeleton cars. Logging equipments are used in limited quantity so as to save the environmental aspects concerning the logistics of moving wood from the stump to somewhere outside the forest, usually a depot or local sawmill. As this department is a source funding for the log inventory, heavy amount of budget cost are invested for working expenditures. About Export Marketing & Milling Department Export Marketing & Milling Department, Myanma Timber Enterprise is composed of the General Manager, Deputy General Managers for five Divisions which are namely the Planning & Round log sale, Marketing, Sawmilling, Inspection and Administration, and over hundred officers & about 3000 staffs from 26 units of all divisions. The competency of the Department includes all operations relating to the management of business relations to meet the customers’ needs, and that cover the timber supply chain from the moment of truck, barge and train load arrive at timber depots until the transfer of the ownership of the cargoes to the customer at ports and terminals. The other function of the Department is to organize regular and systematic audit measurements of the timber and other timber products to be sold to the customers. Its staff members act as internal auditors, measuring the timber being transferred from the possession of Extraction Department to the customers’ ownership, mainly on the way to the customers’ premises while the timber has been loaded on trucks, barges or vessels and, to a lesser extent, at interim sites such as ports and terminals before final delivery or shipment. Moreover the Department also runs the teak sawmills which produce the teak conversion and scantling for export markets and manages the processing activities of primary & secondary timber products. Besides Inspection Branch conduct wood-using industry surveys, compiling and reporting data on timber utilization of private industries. It also provides specialized services in promoting efficiency in product quality assurance and value-addition in the Timber Industry. The other function of the Department is to organize regular and systematic audit measurements of the timber and other ligneous timber products sold. Its staff members act as internal auditors, measuring the timber being transferred from the possession of Extraction Department to the customers’ possession, mainly on the way to the customers’ premises while the timber has been loaded on trucks, barges or vessels and, to a lesser extent, at interim sites such as ports and terminals before final delivery or shipment. More over the Department also runs the teak sawmills which produce the teak conversion and scantling for export markets and manages the activities of procession of primary & secondary timber products. Activities of Inspection include conducting wood-using industry surveys, compiling and reporting data on quantities and species of wood used by private industries. It also provides specialized services in promoting efficiency in product quality assurance and value-addition in the Timber Industry. Planning and Statistics Department The General Manager of Planning Department shall undertake as second superior of MTE under assignment of Ministry of Environmental Conservation and Forestry. The main duties of planning and statistics department are as follows; Drawing and submission of long-term plan, short-term plan, project and annual plan as per nature of operation department and report for implementation of performance under guidance of Ministry of Environmental Conservation and Forestry. Drawing and submission of annual expenditure of budget and performance of communication at all levels in respect of approved budget under long-term and short-term investment project Prepare and submit statistics reports in respect of performance of Joint-Venture Companies and 100% Investment Companies with MTE. Local Milling and Marketing Department is composed of three branches: sawmilling, public distribution, distribution for government agencies consisting of (200) officers and (4000) staff members working in a perfect collaboration with all other departments Wood-based Industry Department The Wood-based Industry Department is one of the departments under MTE and this brief description is to depict the facts about Wood-based Industry Department. Formerly, it is a branch of the export milling and marketing department which operates logs sales, teak sawmilling and further processing especially for export markets. In 1999, the Ministry of Forestry has laid down the strategic guide lines that while reducing the export of timber in log form gradually, the export of value-added products manufactured by Wood-based Industries must be increased proportionately. According to this, the Ministry has approved the temporary establishment of Wood-based Industry Department. In 2002, the organization of the department is approved by the Government of the Union of Myanmar. Initially, the WBI has operated 4 plywood factories, 6 Furniture Factories and 2 moulding factories. At present, newly established factories such as 3 veneer factories, 3 furniture factories and 1 moulding factory are extended. Therefore, the factories being presently operated by the department are as follows; Plywood Factory - 4 Nos Furniture Factory - 9 Nos Veneer Factory - 3 Nos Moulding Factory - 3 Nos Engineering Department Engineering Department was emerged to support the key operating departments of Myanma Timber Enterprise. Responsibilities of this Department are the construction of sawmills and wood based factories, maintenance, procurement, storage and distribution of materials, the advisory and supervisory on constructions in accord with the missions of MTE. Engineering Department organized with (164)officers, (5794)staff and total of (5958). Duties & Responsibilities of Engineering Department Duties and responsibilities of engineering department are as follows: (a) Repairing of machineries and equipments (b) Supervision on maintenance (c) Engineering inspections (d) Technical advisory (e) Innovations (f) Procurement (g) Storage & disposal (h) Departmental Instructions (i) Supervision on construction (j) Skilled training (k) Occasional duties given by Managing Director Finance Departments This department is responsible to control, receive and prepare the foreign earnings, local earnings and tax planning according to the previous years on income tax, and provision for commercial tax on local sales are also accounted for investment management, preparation, submission and presentation of budget estimates, revised estimates. Finance and Accounts Department organized with 98 officers, 305 staff. Formulating budget estimates in support of program objectives; presenting and justifying budget requests; development of plans for allocation resources; monitoring program execution; reviewing and analyzing funding documents; conducting comparative analyses to examine trends; reviewing budget policy and statutes to ensure compliance. Reviewing and interpreting accounting and financial management policy procedure, standards and statutes to ensure compliance; monitoring and examining accounts, specific appropriations or financial records for account status and reporting requirements and verifying accounts documentation Planning and conducting performance and financial reviews of major programs and entities to evaluate the reliability, effectiveness and efficiency of the corporation; making recommendations based on findings that identify cost savings through improved operations; and following up on recommendations to ensure implementation.
