Administrative Assistant “A”- Cairo -- Grade 11 Deadline : 2/10/2013 UNITED NATIONS RELIEF AND WORKS AGENCY FOR PALESTINE REFUGEES IN THE NEAR EAST UNRWA UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. For its local team, where, UNRWA is seeking to employ a qualified: Administrative Assistant “A”- Cairo Vacancy Announcement Number 13-AR-CA-61 Grade 11 Deadline for Applications 02 October 2013 Duty Station Cairo The incumbent of this post is responsible to the Head of Cairo Office (HCO). In accordance with Agency policy and procedures, the incumbent: Primary Duties and Responsibilities · Carry out bank transactions (depositing/withdrawal) into/from UNRWA accounts; follow up on correspondence with banks and treasury on bank transfers; prepare imprest fund payment vouchers with related supporting documents; · Prepare attendance records and follow on their electronic posting; receive telephone calls, send faxes and maintains office filing and records; meet public visitors in the office and reply to their inquiries; prepare and receive mail and pouches as required; draft routine correspondence; · Prepare monthly report on administrative matters in Cairo Office, including attendance, MT-16, office equipment, supplies and other related tasks; manage daily employed workers/casual labourers, if/when assigned by the HCO; · Procure and organize office supplies, follow up on inventory and maintenance of office equipment; check daily work tickets, arrange routine maintenance and supply fuel for vehicle, arranges for annual car license; · Follow up with Ministry of Foreign Affairs protocol formalities and correspondence to coordinate UNRWA officials and visitors to Gaza Strip through Rafah terminal; provide support in arrangement to meet UNRWA senior staff at airport/crossing point and make hotel reservations at the request of the HCO and the Commissioner-General’s office; · Arrange with HQ and fields for payments to retired staff member or other payments in Egypt; check medical invoices’ authenticity as may required; · Follow DSS requirements and update database as required; · Coordinate with RSSP in HQ (Amman) and Gaza Field regarding new applications, addition or amendments of Palestine refugees registration information; · Assist HCO in arranging relevant formalities and delivering in-kind donations through Rafah Crossing Point. Professional Knowledge and Experience · A diploma in business administration, accounting, public administration, international trade or any other related field of study; · A minimum of six years experience in administrative and financial work, including budget preparation, logistics and liaison with senior officials, preferably in national, international or governmental organizations; · Excellent command of spoken and written English and Arabic. Competencies · Ability to organize and perform multiple demands; precision at work and careful with details; · Basic drafting skills in English and Arabic; · Excellent computer skills, especially in MS application used in the Agency, such as Work, Excel, Internet Explorer and Outlook; · Ability to take initiative and work in a logical and accurate manner; · Excellent communication skills; effective team member; · Ability to work under pressure; · Knowledge of protocol norms. Desirable Qualifications · A university degree in business administration, accounting, public administration, international trade or any other related field of study; · Sound knowledge of UNRWA rules and regulations on finance, administration and procurement; · Possession of a valid driving license in Egypt. Additional Information The incumbent may be required to work beyond the regular working hours. Equivalency When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination. Conditions of Service The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary $886. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
