After Riversides first fiscal year, they reported their status which was a budget a little under $3,000, or about $1 per resident. Their last fiscal report showed a budget of $98,948,225, or about $32,982.74 per resident, where the population remains at about 3,000. According to the State, Riverside remains the richest city in the state, per capita. The money they did make that first year, mostly came from E.H. Young who then owned the race track and Red X.
