All kids below the age of 18 years old should be compelled to attend school, those who are above 18 and keep failing should be forced to go to the army and complete their education while serving their country... That is a law that I would enact if I had the authority, to avoid all the loitering. These kids have too much time on their hands, hence we have an increase in drug abuse and criminal activities, secondly, convicted criminals should be forced to do long hours of hard labour without compensation, to discourage them from returning to correctional facilities coz its clear that they arent corrected nor rehabilitated in prison instead they become hardened criminals enjoying a life of leisure at the tax payers expense... We need to make a plan asap
