Amending Jammu and Kashmir Civil Services Regulations Volume-I, the State Finance Department has issued formal notification revising travel entitlement for the Government servants with immediate effect. According to SRO 458, issued in this regard, the Government servants have been classified into five categories for the purpose of regulating their TA. Officers drawing Grade Pay of Rs 10,000 and above and those in pay scale of HAG and above have been kept in Class-I while Class II, III, IV and V are meant for the officer drawing Grade Pay of Rs 7,600 to Rs 8,900, Rs 5,400 to Rs 6,600, Rs 4,200 to Rs 5,200 and below Rs 4,200, respectively. Now the officers whose Grade Pay is Rs 5,400 and above, shall also be entitled to air travel by economy class on tour within the State. Earlier, this facility of air travel was provided only to the officers whose basic pay was more than Rs 10,000 month. The officers, whose Grade is Rs 7,600 and more shall be entitled to air travel by economy class while traveling outside the State from Srinagar/Jammu to Delhi and vice versa while the officers with Grade Pay of Rs 10,000 and above and those in the pay scale of HAG Plus and above, shall be entitled to travel to any station outside the State by the same class. However, the Chief Secretary, Financial Commissioners, Director General of Police, Principal Secretaries and Additional Director Generals of Police shall be entitled to Business Class travel on international flights. In case the flight is cancelled or air seat is not available when a Government servant is scheduled to travel by air from Srinagar to Jammu or vice versa and postponement of the departure is not possible, on such occasion, the officer should share a taxi with others by taking a single seat and he will be entitled to fare actually paid subject to the maximum of air fare. The entitlement for journeys undertaken by road between the places linked by regular bus service or rail, shall be actual fare by Air Conditioned bus or AC Taxi at prescribed rates for Class -I, AC bus only for Class II and III, any type of non-AC bus or auto rickshaw for Class IV and ordinary public bus or auto rickshaw for Class V. Mileage allowance for journey or part of a journey on roads not covered by regular bus service, including pony track on tour/ transfer, shall be Rs 5/km. However for such journey in Ladakh and Kargil districts, the mileage allowance shall be increased by 50 percent. In case the amount of pony charges actually paid may be higher than the admissible rates, the Government employee can charge actual expenses against proper receipt, which should among other things, give the details such as distance covered, station from and to traveled and date of travel etc. A certificate of a Revenue Officer, not below the rank of Tehsildar of the area visited, regarding correctness of the rates charged, should be obtained by the concerned employee. Where a Government servant travels in his own conveyance, the mileage allowance shall be Rs 10/ kms for motor car and Rs 5/kms for two wheelers. For journey by Railway, the officers in Class I and II shall be entitled for AC First Class while Class III and IV shall have the entitlement of AC-II Tier. The Class V is entitled for three tier AC. In case of places not connected by rail, the officers entitled to travel by AC II Tier train and above, would be allowed to travel by AC bus and others by Deluxe non-AC bus provided the total fare does not exceed the train fare by the entitled class. In addition to these travel facilities, the Government servants shall be entitled to Daily Allowance (DA) on the day of journey. Full DA will be provided if absence from the Headquarters on the day of departure or arrival exceeds 12 hours while the Government servant shall be entitled ¼ and ½ DA if the absence does not exceed six hours and 12 hours, respectively. The rate of Daily Allowance for the localities in J&K, other than Jammu and Srinagar, shall be Rs 300 (Class-I), Rs 250 (Class-II), Rs 200 (Class-III), Rs 150 (Class-IV) and Rs 100 (Class-V). The DA rates for Jammu, Srinagar and anywhere outside the State are Rs 500 (Class-I), Rs 300 (Class-II), Rs 200 (Class-III), Rs 150 (Class-IV) and Rs 100 (Class-V). The Government servants while on tour within or outside the State shall be entitled to re-imbursement for hotel or Guest House accommodation subject to production of vouchers. For Class I, this reimbursement shall be Rs 1500 for localities in J&K other than the capital cities while it will be Rs 3000 for Jammu, Srinagar and anywhere outside the State. For Class II and III, the reimbursement for localities in J&K other than the capital cities, is Rs 1000 and Rs 750, respectively while for the Srinagar, Jammu and anywhere outside the State, this reimbursement is Rs 2500 and Rs 1500, respectively. For Class IV and V, the accommodation reimbursement for anywhere is Rs 500 and Rs 300, respectively. The Government servant, who under the orders of the competent authority has to prolong his halt during tour, shall be paid boarding and lodging charges at the full rate for the first 30 days, at 3/4th of the full rate for the next 20 days and at ½ of the full rate thereafter, provided that the total number of days in a year for which boarding and lodging charges are drawn, does not exceed 90 days. The employees on tour of the capital cities in J&K and anywhere outside the State may be allowed reimbursement of travel charges if they don’t use the Government conveyance. This reimbursement shall be Rs 500, Rs 400, Rs 300, Rs 100 and Rs 50 for Class I, II, III, IV and V, respectively. The entitlement for the mileage allowance by Sea/River Steamer shall be; Highest Class (Class I, II and III; Lower Class (Class IV) and Lowest Class (Class V).
