Amendment 3 - Proposed constitutional amendment on the Nov. ballot. Will eliminate teacher tenure in Missouri, require teachers to be evaluated by a performance evaluation system, require teachers be dismissed, retained, promoted and paid using quantifiable student performance data as part of that evaluation system, and prohibit organizing or bargaining regarding the design and implementation of the teacher evaluation system. The amendment will appear on the ballot as an initiative petition that went through the signature gathering process, and not by the General Assembly. It was bank rolled by Billionaire Rex Sinquefield, who is working to end public education here in Missouri.
