Amnon Be’eri-Sulitzeanu, co-director of the Abraham Fund Initiatives, a Jewish-Arab nonprofit organization that advocates equality and social change, said the fund began working with the police and the Arab leadership more than a decade ago. He said there had been “a positive trend — very incremental and gradual,” where there had been more dialogue between the police and local Arab leadership and a move away from the use of excessive force in many cases.From the Arab side, Mr. Be’eri-Sulitzeanu said, there is less outright rejection of a police presence in Arab towns and more of a demand for proper police services for the Arab community. Still, he said, “there was and is a lighter finger on the trigger when it comes to the Arab population.” He called for a genuine and transparent investigation of the killing of Mr. Hamdan and said, “This is the moment where all the efforts of the last 10 years are put to the test.”
