Among other jobs I have worked in private security in oregon in both military and civilian installations and in general community settings such as strip malls, construction sites, hotels, and apartment complexes. One thing we found was that a uniformed armed presence (even when viewed as a rentacop) performs two objectives over time. 1) reduces presence of thieves and addicts 2) keeps resident drug users in doors and away from the public places being patrolled. I dont necessarily think a security company is the answer because it is very expensive and most property owners would rather have insurance companies cover damages than put out $ for security But a crew of volunteers who are licensed and trained through the state along with a visible uniform and communications with police dispatch, patrolling community areas could very easily reduce and restrict illegal movements and activities.
