An interesting and thoughtful article although it does miss some of the underlying issues that make WVs problems often seem intractable -- as well as many of the attributes that bring a significant number of people here who could be anywhere on earth but chose WV. Ive long observed that WV is fairly typical on a global scale to mountain states exploited from the outside for their natural resources. Geology and geography have defined WV from the beginning and continue to do so. And, as in many of those countries, a centralized government (WVs not the USAs) makes it very difficult to either experiment or solve problems on a local level. However, the most depressing parts of this whole article are the hate filled, ignorant and decidedly NOT thoughtful comments that follow.
