An update on the Doberman close-call incident in El Nido: I reported it to the municipio and found out that inviting secluded beach (Lapus-Lapus beach near Corong-Corong long beach, a 30-minute kayak ride around the bend from the main town) where my wife, 11-year-old son, and I were chased by the killer canines is being leased by a cranky German named Dieter and his Pinay wife who face a range of issues, from lacking a permit to build to land conflicts with their neighbors. They have prevented local authorities from enforcing the law by positioning those roaming dogs there. The Dobermans almost surely slaughter any marine turtles that make the mistake of trying to lay eggs there, a violation of environmental law. The German died recently but his wife (who is supposedly not from Palawan) seems determined to continue his legacy of awful community relations. The questions I posed to the municipal administrator of El Nido (the mayor and the vice were both away): Why not order that those dogs be removed under the anti-nuisance law, especially as it pertains to whats dangerous to the public? What if real harm is done to any tourists who unknowingly visit the jaws of death? Why not place a big sign on the beach warning of their possible fate? (and for those who generously gave advice about my phone, I buried it in uncooked rice for 48 hours as prescribed, now its ready for the repair shop. I dare not try to turn it on. So as of the moment, I am still liberated from cell phone access).
