.... And yet, this report could mark an important beginning; ensuring there is some stability at a time of upheaval and worry is crucial for the many people who depend on the benefit system. There are clearly opportunities to set a new policy direction if the Scottish Government can gain more control over the current system during a (hopefully short) transition period. They deserve kudos for identifying the need for dignity and respect, and to value unpaid contributions to society and the economy. Hints at a more integrated system, one which is accountable to those who have to use it, and the need to tackle the harsh inequalities in our society are all welcome. What happens next is critical if this report is truly to set the scene for a more bottom up conversation about welfare and the kind of society we want to see. The time for that debate is now. Imagine we had a blank sheet of paper – what would welfare, a safety net look like in Scotland? How would we ensure that people are empowered and not made to be dependent?
