Another RE - post to refresh where we are at: GOLDEN MILE REGENERATION 2014 These are the notes (from LCC) at the Belgrave Regeneration Group meeting on NOVEMBER 26th 2014. I would like to thank Dharmesh Lakhani for inviting me to attend on behalf of Belgrave Community Leicester. The City Mayor Sir Peter Soulsby outlined the purpose of the meeting which was to listen to views from residents and businesses via the representatives. The original meeting was established with a small group of residents and traders. The City Mayor welcomed the people who were attending for the first time...which includes me! Action Plan Update: Andrew Smith, Barry Pritchard, Mike Rose, Fabian D’Costa, Ranesh Chavda, Sharon Mann. The decking and boarding outside the ‘Why Not Bar’ had been cleared, although there was still some improvement to be made to the upper-floor. The City Mayor added that he had made an announcement that £500,000 would be committed towards the public conveniences at Abbey Park and Belgrave Road. The decision about where and how this is allocated would follow after consultation with the sub-group. Public Conveniences: AS requested input from the group towards the work being undertaken as part of the options report. MR has issued a meeting request for input from the sub-group. MR to complete options and report with HD as soon as possible. The City Mayor added that he had made an announcement that £500,000 would be committed towards the public conveniences at Abbey Park and Belgrave Road. The decision about where and how this is allocated would follow after consultation with the sub-group. Melton Road paving improvements: AS informed the meeting that the work is now completed. RG asked if the scheme could be extended to a few limited areas outside Anand International and the DIY store. AS to look into this possibility Bollards: RG reported that he was pleased with the impact of the new bollard outside the Belgrave Club. Vehicles were no longer parking on the pavement and blocking access in the evening. Grants: ALS informed the group that certain projects had been completed and were good examples such as the Square Pizza Company and Sona Solicitors. Upper Floor Improvements: ALS informed the group that the work has been completed and that there is interest in a further scheme for next year depending on available finance. Art Project: Banners are being considered in terms of design and location for a February installation. Sainsbury’s site development: AS informed the group that a meeting was being held with Sainsbury’s representatives to accelerate the plans. The City Mayor explained that the improvements can be made within the existing area, extra car-parking will be provided and that the next stage is to complete the work. The City Mayor informed the group that whatever the outcome with the shared-spaces consultation, he was committed to continuing the work already undertaken for the Golden Mile covering pavement improvements, car-parking, shop front improvements, signage/banners as well as public convenience provision for example. The City Mayor explained that the need to look at the SHARED SPACE concept came out of a discussion with the Regeneration Group. A question to consider is…. If there is one lane for Melton Road, can there be one lane also for Belgrave Road? Can we extend the pavement areas, create more space for parking, and reduce traffic levels? The City Mayor emphasised that shared space is not the only way of reducing the highway. JM informed the group that businesses were facing reduced income because of the highway disruption and wanted to know the position on reduced business rates. The City Mayor didn’t think it was an issue for this meeting. Sujata Barot expressed the view that residents had been left in a vacuum in terms of communication but that they were now realising what could happen. There is an opportunity for communication via Twitter and Facebook, etc. I did say a lot more than this...but this is the crux of the matter! MC informed the meeting that information had been provided to residents and from the meeting at the Belgrave Neighbourhood Centre. He felt that the view was to keep the two lanes with improvements to the road, parking and toilet facilities. KM asked whether the group could see more concepts. The City Mayor asked the group to think about what schemes could be drawn up within a timescale to the end of March from a working group consisting of ten representatives as follows: The group would consist of 10 representatives with three from the Belgrave Business Association (BBA), three non BBA and four resident representatives. The objective for the group is to come up with the following BY THE END OF MARCH 2015: 1. Identify options and short-list schemes that could be worked up into designs 2. To reach Consensus on the preferred scheme 3. To bring option(s) to the next Golden Mile Regeneration meeting on the 25th March 2015. 4. To communicate the design(s) to the resident and business communities. It was agreed that the group would consist of the following representatives: 1. Nisha Popat – BBA 2. Dharmesh Lakhani – BBA 3. Kishor Chauhan - BBA 4. Sunil Budhdeo – resident 5. Ratilal Govind – resident 6. Sujata Barot – resident 7. Mansukh Chauhan -resident 8. Jayesh Mistry – Business (non-BBA) 9. Maz Mashru – Business (non BBA) 10. Atul Lakhani - Business (non BBA) Since the meeting there has been an addition to include 11. Hamendrai Mistry - resident MC requested that guidance is provided from the City Council in terms of technical support and communication so that businesses and residents can be engaged effectively.
