Where there are starving people or people of extreme need there is also more crime, so it seems to me a simple equation starve them out let them commit crimes to try to survive and then lock them up and keep adding to the PRISON worker programs. Free labor. Did you know most of the Talapia fish farm raised and sold in America are raised at prison complexes where the workers are paid pennies and the fish are sold for dollars per pound making a very profitable situation for the prison system which by the way is mostly privatley owned. So sad it makes me want to vomit.
